Dato' Seri (DR.) Haji Harussani Bin Haji Zakaria was born on 8 April 1939 in Parit Buntar, Perak. He obtained his early education at the Sekolah Melayu Kampung Kedah, Parit Buntar, Perak and furthered his secondary education in the Anglo Chinese School, Parit Buntar, Perak and extended to Madrasah Idrisiah in 1959 at the age of 17. Sheikh Zubair was the Mudir while Ustaz Salleh Billah was Vice Mudir then. Due to his leadership style, the Mudir Madrasah had appointed him as head of the Madrasah. He was the student representative and was given the responsibility to oversee students discipline. When he was a student, Sheikh Zubair was very firm and strict and did not compromise easily on any violation of discipline. Those who did not pray at the mosque will be punished and so on. Every Thursday, the students are trained and lectured in preparation to become a Dai' (preacher).

He inculcated scholarly discussion programmes and engaged in group revision. His favourite subject was faraid knowledge. There were several incidents of  students' strike back then and as the students' representative, he had negotiated with the Mudir's  party that was represented by Ustaz Nawawi which resulted in a number of students being expelled from the school.  He was accused of reporting the strike campaign and became the victim of the other students' discontent. This led him to eventually seek leave from Idrisiah where he only managed to complete his education until Fifth grade from the total Seventh Grade and then continued his studies at Sekolah Agama Al-Attas in Johor Bahru due to the incident.

He finally continued his studies in Klang Islamic College, Malaysia in year 2 and achieved the College Highest Certificate and Diploma in Education. He started his career as Special Duties Officer at the Special Branch, Ministry of Home Affairs from 1964 to 1967 and a kadi at the Penang Islamic Religious Department until 1973.
