| This manuscript written in Jawi is a letter from Sultan Mahmood Muzaffar Shah ibni Sultan Muhamad Shah of Pahang to the Sultan of Terengganu dated Rabiatul 1276AH (1859). The letter suggests a practice of consultation among Malay rulers in matters of policy and administration. It outlines his Majesty's plan to reduce taxes on sundry goods like rice, tobacco, and salt in order to ease the burden of his subjects. It further discusses his intention to have power over the mining of tin so as to prevent unrest, and build assembly halls to house a system of courts so justice is continuously upheld in accordance with God's laws. His Majesty further seeks the Sultan of Terengganu's advice on administrative matters and request aid in the form of rice to deal with the rice shortage in the state of Pahang. He also requests that the Pahang subjects in Terengganu be asked to return to Pahang. |
