Dato' Seri Yuen Yuet Leng was born on 15 September 1927. He received his education up to Senior Cambridge. He also studied Bahasa Malaysia (Jawi), and Japanese.
Dato 'Seri Yuen began to be involved in the Police Force in 1950 as the Trainee Inspector, after serving the Malayan Railway as a teacher in Negeri Sembilan. After completing his training at the Police Depot, Kuala Lumpur in 1951, he served at the Crime Branch of the Police Headquarters, Kuala Lumpur. At that time, he was sent to Sik, Grik and Chemor for training and was confirmed in 1952. Then he was posted to Grik as a Special Branch officer.
After being in Grik for 3 years, he was transferred to Ipoh, Perak and was promoted to the Assistant Superintendent of Police in 1957. In addition, he also served as a Special Branch Officer for Sungai Utara District. Acknowledging his capabilities in performing those duties, in 1961, Dato' Seri Yuen was appointed as Deputy Superintendent of Police. At the same time he also attended a Law and Malay Language course at the Police College, Kuala Kubu Baru.
With his vast experience in combating communist terrorism, in 1963, he was transferred to the Police Headquarters, Kuala Lumpur in the Special Branch Division. To enhance his knowledge and experience relevant to the duties, he was sent to attend a course in MTS Advanced Intelligence Operation in London. In 1967, he was appointed as the Superintendent of Police followed by the Assistant Commissioner of Police in 1970.
His remarkable skills and experience in strategising tactics to fight communism are highly trusted, which prompted for his promotional transfer to Kuching, Sarawak in 1971, to assume the position of the Acting Head of Special Branch, Sarawak. He was appointed as the Head of Special Branch, the Rajang Security Command in Sibu in 1972. After several years being in Sarawak, he was relocated to the Police Headquarters, Kuala Lumpur as the Assistant Director of the Special Branch and was promoted to Senior Assistant Commissioner of Police. In the same year, he was sent abroad to attend several courses including the International Terrorism Course Seminar in CIA , Washington, Advanced Psychological Warfare in the United Kingdom and Attachment with Security Service in Belfast, Ireland.
Ensuing the assassination of Mr.Khoo Chong Kong by the Communists in 1975, Dato' Seri Yuen wan sent to Perak to assume the duties as the Perak police chief. Within the period of five years, he managed to defeat terrorism and crippled the Malayan Communist Party's operations in the urban areas. His involvement in the police for 33 years and 9 months made him a renowned police officer, feared and respected by the communist terrorists and criminals. In appreciation of his services and contributions to the country, Dato 'Seri Yuen Yuet Leng was awarded with various honorary awards including:
