Tan Sri Mustaffa also served as chairman of MARA during Allahyarham Tun Abdul Razak's tenure as the Prime Minister. He was then appointed as Deputy Minister of Agriculture and later appointed as Chairman of the Farmers Organisation Board from 1973 to the present (1996).
During his involvement in UMNO, he was given the honour to hold the position of UMNO Secretary-General from 1978 to 1984.
